    DAMN! Whole lot to digest there. 2 quick things that stuck out:
    1)The 3200 ball bags that were to be used as scrap leather. Weird that the CS gov't was paying good money for English made goods, run them through the blockade, and then cut them up. Curious as to the reasoning.
    2) The mess tins and covered for sale to officers at $1.50 pop.

      I think the most likely scenario is that the ball bags had been used in the field and sent back to Richmond to be repaired and instead of being repaired they were cut up for scrap.

      I've seen mess tins and covers for sale from other arsenals as well, Macon, Selma, and Charleston come to mind.

                Colonel:

                I respectfully call to your attention to the following statement in regards to supplying Cartridge Box Belts to the Army:

                Number of Cartridge Box Belts for which requisitions have been made from January 31st 1863 to February 1st 1864: 106,000
                Total number issued during the same period: 70,249

                Number on hand on Feb. 1st 1863: 3,270
                Number received from contractors and other sources from Jan. 31st 1863 to Feb. 1st 1864: 13,644
                Number received from Maj. Downer (at Richmond Armory) during same period: 53,353
                Total: 70,249

                Deficit: 35,757

                From the above statement you will perceive that about 50% of the number actually required for the use of the army comes from Maj. Downer. We are now in arrears about 36,000. The proposed increase in the size of the army will in all probability cause a corresponding increase in the demand for accouterments over that of last year. Seventy Thousand Cartridge Box Belts will not in my opinion be too great for the ensuing campaign (as late deficiencies have have no to be supplied) and therefore respectfully request that contracts be entered into for at least thirty thousand C.B. Belts, which number will almost certainly be required in additon to what may be expected from Maj. Downer
