    Am I correct in thinking that the 13th Regiment Artillery, NYSV is different from the 13th New York Independent Battery?

    Correct. A battery was roughly equivalent to an infantry or cavalry company, while a heavy artillery regiment like the 13th usually had 12 batteries.
