Draft Status of discharged soldiers

I'm currently reading Michael Bennett's Union Jacks and was surprised to learn that Union sailors were not exempted from the draft until near the close of the war. This got me thinking about soldiers that were discharged from the service. While I expect that soldiers who were discharged for disease or disability probably would not be eligible for service again if drafted, does any one know if soldiers who had served their full 2 or 3 year service, and elected to go home rather than reenlist were subject to the draft?

To the best of my knowledge, yes they were liable for the draft, and that was part of the motivation to reenlist. Depends upon where they were from and what the draft requirements were for their community, etc.
