1.) I see the expense pouch but no cap pouch.
2.) Federal scabbards must have a larger frog than your trypical johnny scabbards. 2 of my scabbards won't even fit on on English belt. The one that i got on there ain't coming off anytime soon.

The mixed set makes sense in a way. It would be difficult to impossible to use a Brit scabbard
with the Austrian 4-sided bayonet. The English accoutrement system used the cartridge box as
a transport device to hold arsenal packs, while the expense pouch held ten loose rounds. The
expense pouch was worn where the cap pouch would normally be with US accoutrements and
as a result the Brit cap pouch was worn on the shoulder sling.
When Massachusetts got their initial order of 10,000 LACs w/ Brit accoutrement sets they paid
outside contractors to modify the cap pouches to fit on the waist belt US style. It is not documented
what they then did with the expense pouches. Appears from this photo (which is what I thought)
that the expense pouch sometimes became the cap pouch and the Brit cap pouch went into the campfire.
The expense pouch is a great piece of equipment, it came with a useful little oil bottle, etc.
While one would think that British accoutrements would accompany the issuance of the P-53
for which they made, the Yanks most often opted for US accoutrement sets with whatever
infantry arms were issued. Here we see the reverse. This Union soldier seems to have gotten whatever
accoutrement set was on hand. Massachusetts sold off their excess Brit sets to NY once US sets
became available, given the lack of other identifying details could this be NY state troops or militia?
That would be my guess.
