It looks like he has converted a breast plate or is using the adjusting plate for an NCO's baldric. I have seen only a few examples of soldiers doing this.

Scott is correct. They are sometimes seen worn that way by musicians or bandsmen.

As [one of our cavalry] passed by, the general halted him and inquired "what part of the army he belonged to." "I don't belong to the army, I belong to the cavalry." "That's a fact," says [the general], "you can pass on." Silas Grisamore, 18th Louisiana

Sorry. I guess I can't get the image large enough to see that. Totally looks like items crossed as an X in the center to me.

Finally got it big enough. Eagle, check.

Really cool picture, there are several of these type plates shown in detail in Steve Mullinax's book's on Belt Buckles & plates. There is one in the CS book (Page 99) that is a converted breast plate. They removed the attachment for the shoulder belt and soldered on flattened brass wire for the belt hooks. I'm pretty sure someone made a few repro's of these a few years back. Not sure who though.

There is also the great photo of the Sumter Light Guard (CS) that shows some men wearing the round baldric plates as belt buckles.
