    Blouse over state-jacket? Hard to say anything for sure, other than...BITCHIN shirt.

      It may also be a dark blue overcoat with cape.

        The size of the buttons and their spacing on that outer garment plus how it isnt connected to the other jacket at the collar makes me believe it could possible be a blouse.

          Perhaps he's just unbuttoned his blouse and vest to show off his shirt.
