The buckle shape looks like either an Engineers buckle or a Massachusetts buckle. The low collar suggests late or post war. My guess is post war Massachusetts .Alan Thrower

It reminds me of some of the late war Veteran Volunteer semi Zouave uniforms worn by Indiana and Ohio troops late in the war.Scott Cross
