I found this thread while searching for information on this photo and topic. I created and run a website that features high-resolution scans of past photos called deepzoomchattanooga.com.
The scans of 8x10" glass plate negatives at the Library of Congress are incredible in detail, but short on information.

Recently the Executive Director at Chattanooga History Center, Daryl Black, pointed out what the members here have as well. These all appear to be Union soldiers.
I'd welcome any additional insights or corrections for any Civil War images posted at the site. The image gallery page is a good place to start.
Note that this is a non-profit / hobby effort and I'm in no way making money from it.
