Any Ideas

I was given this a couple of years ago by a friend of mine. It was in her fathers collection. Nothing is known about this image except that it was purchased in an antique store here in Ca.
I Hope to have better pictures up tomorrow. My scanner is not working and I had to use My digital.
Dose anyone have any ideas of what unit this man is from

He's just a generic federal soldier, so to speak.

You might send a copy to Military Images magazine and see if anyone recognizes the photographer backdrop/set. There is a slight chance you could find out where the image was taken.
