I belive it is a vent, as in air vent and I know of nobody who reproduces one like that. That's a French made shako of the Chasseurs de Vincennes. 10,000 sets of these uniforms were awarded to 5 Union Regiments including the 62nd and 83rd Pennsylvania for proficiency in drill in late 1861. They got the complete ensemble including knapsacks but most of the uniforms were way too small for husky American boys. They wore the uniforms a couple of times only for dress and then turned them back into the Quartermaster.
