It could for the body only and I believe often was. It would have to be done without the sleeve linings in, which would then be set after body was sewn in at armscye. What seems to be happening with a lot of repros is the entire body and sleeve linings are bagged then sewn to jacket without any attempt to sew it into the body itself. It shows up more and more on repro jackets and as far as I can find is a non period expedient.
