Yes, "pr." is standard document lingo back then for pair. If you ever come across "do." it means ditto, which is an old fashioned way to say same as the line above. I wouldn't be suprised if the original document said something like:
74 Cruppers
74 pr Stirrup Leathers
74 pr do. Fenders
74 pr Wood Stirrups
or something like that.
