Well I don't know for sure, but maybe the reason that Congdon's states that the mane and tail should never be cut is because some of the men were cutting them. I am going to have to look more at this in photos. I am usually trying to look at their feet. I think it was in the Michigan Cavalry Brigade that there was an order to not remove the trim on the uniform jackets because the men were cutting it off...
