Hello all, I was sent this by my good friend who is the curator of arms and armor for the U.S Army ordnance museum. He sent me a PDF of the scan from the original book that has all of the Ordnance circulars in it. hope you all find this as interesting as I did.
Circular No. 58- Series of 1864
Relative to the Issue of Horse Equipments

Washington, November 9,1864
Hereafter, in issuing Horse Equipments on orders for supplies a set complete will consist of the following articles, viz:
1 Saddle with stirrups and stirrup leathers; 6 coat straps; Saddle bags; 1 Girth; 1 surcingle; and 1 carbine socket and strap.
1 saddle blanket
1 curb bridle
1 halter
1 horse brush
1 currycomb
1 pair of spurs
1 pair of spur straps
Watering bridles, sweat leathers, nose bags, lariats, picket pins, cruppers and hitching straps or links, will NOT be issued unless specially called for in the requisitions; and requiring officers will be governed accordingly when making requisitions for such equipments.
