    They have robots, why not just have a robot with a drill cut into it, and just spray high-pressure water into it until the powder is completely out?

      Although it pains me to hear that it was destroyed. The impact fuse does add a lot of difficulty to defuse. How I understand it drilling into the shell could cause heat or sparks which could cause the black powder charge to ignite. If I remember correctly some amateur collectors died or were sent to the hospital due to drilling into the shells.
