Pistol Arsenal Packs with no caps??

Hi pards, I know many pistol arsenal packs were issued with 6 cartridges only, no caps included. How was the issue of caps handled when no caps were supplied?? Does anyone have any accounts of how they solved this issue?? I primarily ask because the wooden block arsenal packs I am making wont fit in my pistol box if I make the blocks with the 7th hole to include caps, but will fit if I make it minus caps.
