Looks like an artillery saddle. My uncle owns an almost identical saddle in his private collection. The saddle belonged to a captain of artillery and he was shot off his saddle during the Fredericksburg campaign when the confederate guns were moved forward past their lines. I wish I remembered the gentleman's name now, unfortunately it slips my mind.
nice civilian saddle, no evidence of anything more. Possible?? but could all have been done later. I've seen footmans loops like these on saddles much later and if it was war time I think it's more likely they would have been driven staples. The pommel shield is puzzling, the stamping is not consistent with war time, so I think added but not by government. Hard to say.

I was curious about the footmans loops as well and the shield . My first thought when I saw it was that it looks like a civilian saddle to me with the "bells and whistles" added. I have a pommel sheild very similar to the one on this saddle that supposedly is original war time but damned if I really know...
I really like that its an "English" type saddle. I would really love to have a correct English type civilian saddle ( minus the "log" stirrups thank you very much) reproduced for myself one day if anyone could even do it I reckon I'll have to win the lottery first.
