macon issue saddles

Gentlemen
I was wondering if anyone knew much about the Macon arsenal saddles which had mortised tree bars for stirrup leathers. Did they have skirts, and if so how did this work? would there have been a slot cut in the skirt for the stirrup leather to pass through or were they without skirts entirely?
Please advise!
