Who actually constructed ammo boxes?

Who actually made the ammo boxes that the arsenals used? Did the arsenals have their own carpentry shops and carpenters on-staff for that, or did they subcontract the boxes out to local (local to them, that is) carpentry shops?

I suppose both practices could have been done, depending on the demand for boxes and/or the lack of arsenal personnel at any given time.
