A friend of mine where I work brought this in and was thinking this is an old hitch that you screw into the ground to tie up your horses? I would guess about the same but would like to verify this?

I believe Mr. Crawford is correct, it appears to be a barbed wire post but wether it is military surplus or a civilian variation made for (livestock?) is up in the air for me to guess.

It's definitely the post to string barb wire. This type was designed to prevent having to hammer posts into the ground (Less noise, less bullets coming your way) to string barb wire as you screwed the item into the ground. The top loops were to string the barb wire on (also they were made in variations. 4, 3, 2 and in some cases 1 loop. All depended on the number of strands you wanted up. One strand made a great trip wire)
