It is Sunday, so many of the N-SSA shooters are out shooting.
You might want to post this on the N-SSA Bulletin Board, many of the members do keep track of such statistics.

There are no "N-SSA regulations," as the invidual competitors NUG fine tune, tweak, and otherwise can often "customize" their RM or R barrel rifling, rate of twist, ball type and weight, lube, powder charge, etc, to competitively maximize the gun's perforamce. (With a side note to the very small few who like to shoot a Civil War era cartridge only.)
That being said, just picking a range... one will NUG generate a muzzle velocity of between roughly 600ish fps to 800ish fps.
Of course, there are all of the variables such as rifle barrel versus rifle-musket barrel length, powder charges, and the profile and weight of the Minie. (Obviously say a 530 grain Minie with 50 grains of FF wil not be moving as fast as a 375 grain with 70 grains, etc., etc.).
(Plus, "Minies" cannot be fired with very "large" powder charges as the pressure blows out and extends the skirts beyond the bullet widthl and bore diameter creating an unstable flight ballistic. Although there are modern Minie designs with much thicker skirts that resist that and push the charge ceiing up a bit.)

Well we do not know who the real C-HS is (according to Facebook) but when he speaks George, we all listen. The variables in N-SSA shooting are beyond counting, and so your question cannot have but a single answer.
