    This may be a stupid question. I know that federal accouterments and equipment were government property and not to be messed up intentionally, modified, etc. I'm sure this would apply to leathers also, so would it common for federal soldiers to have roller belts, or were they only issued/ permitted to use the standard US plate belt?

    Not a stupid question at all, Julian!

    Roller belts would have used as an alternative to suspenders, and as such were not issued by the government like the standard waist belt, cartridge box, &c. That being said, it would have been quite common to see such civilian belts used in the field. A few threads have already covered this topic, and they can give you more specific details than I ever could:
