I have a friend that is looking for parts for a Spencer rifle and he was trying to describe the part to me but I am not a gunsmith so I was lost. I have check a few sites but unable to locate parts.

I would suggest "parts" dealers like Bill Osborne of LODGEWOOD, S&S Firearms of NJ, Dixie Gun Works, or the N-SSA board where such as Nick Brevoort can be found.
As to what part, your description was just a little too vague for me... ;-)
