Criteria for being an approved vendor

I'm curious as to the process that is used to become an approved vendor? I'm sure the historical accuracy of the items being offered tops the list. What about customer service? If that is one of the criteria looked at, how is customer service measured? If it is used to become an approved vendor I feel that it does not carry much weight in the determination process.~Gary
