Overlay districts to preserve portions of Dinwiddie

DINWIDDIE — Director of Planning Mark Bassett and County Planner Steve Quesenberry announced that work to create an overlay district in the vicinity of the Petersburg Breakthrough Battlefield has begun.
The overlay district will be the first of several that will preserve the historic or architectural integrity of regions in the county. Also included in the overlay districts would be design standards that would be over and beyond current requirements for buildings in the county.
The area surrounding Pamplin Historical Park was chosen first due to its historical significance and plans for development in the area.
“The pressures are already there and there are more coming,” Bassett said during last night’s Planning Commission meeting.
To create the boundaries and requirements for the overlay district, Bassett and Quesenberry presented the Planning Commission a preliminary list of committee members. Once complete, the committee will be a combination of Planning Commission members and county residents.
“I feel we can make a big difference in the community,” Quesenberry said.
After the Pamplin Overlay District is created, the next targeted area in the county will be the courthouse district.
The presentation was for information only; no action was taken on the formation of the committee.
Earlier in the meeting the Planning Commission approved exceptions to the family division ordinance in rural conservation areas in the county, the second and third such rulings since January.
Although these cases came before the Planning Commission with extenuating circumstances, it was the consensus of the Planning Commission that the rules for family divisions on properties should be reviewed and potentially revised.
