    Gettysburg, Pa. - An Adams County businessman who was behind an effort to bring a slot machine casino to Gettysburg in 2005 is trying his luck for a second time.

    David Levan, owner of Battlefield Harley Davidson, is seeking a Category III gaming license, which are granted to resorts and smaller casinos. Category III casinos are limited to 500 slot machines and are for resort guests.

    If Levan can get a license, he has an option to buy the Eisenhower Resort and Conference Center on Business Route 15. He says he thinks the location is perfect and the time is right.

    "If the critical issue from the state's standpoint is the need to raise money, we provide the greatest opportunity," Levan said. "It's back to the issue of proximity to the Baltimore-Washington population base. What makes these things successful is people."

    Levan will face opposition. Susan Star Paddock is an organizer with No Casino Gettysburg, a group that fought the casino before and promises to battle it again. "Practically every historian in the United States signed a petition against it the last time," she said. "Isn't there a way to keep it as authentic as possible without messing it up?"

    Levan will need a little legislative luck to get a license. Technically, he missed the deadline to apply, but because lawmakers are discussing table games right now, he's hoping they'll change the gaming language to increase the number of licenses or reopen the bidding process.

    It should be noted that Levan grew up in Gettysburg, graduated from Gettysburg College and has contributed a lot of money to many historic preservation efforts in Gettysburg. He insists he appreciates the history, but thinks a casino would enhance the tourist experience.

        I question his business sense and business plan. Economy in recession, proximity to Dover, DE and Charles Town WV (not sure what other gambling establishments may be within two hundred miles of Gettysburg), type of tourist draw Gettysburg is (historical).

        Reading the comments in articles about the proposed casino, the only support I see is "We need the jobs". I doubt folks would be as supportive if they knew the salary ranges and actual number of jobs that would be created by this proposal.

          Can't this Chucklehead take the Casino to Thurmont or somewhere out there. It would be close enough to get the tourists from Gettysburg he wants but far enough away to keep it off the battlefield.

            (*)...right you are. See Nevada's economy these days and then make the case that a casino is 'Just What This Town Needs!'

            Also, I think I can understand how this guy, a Gettysburg native, can think this isn't a big deal. He's seen and learned about this landscape his whole life, so he knows it's a big deal, but his familiarity might have him missing what a BIG DEAL!!! Gettysburg is to those who aren't from there and who treasure it's symbolic and historic value.

            I don't know where the line ought to be drawn between preserving the past and addressing the needs or wants of the present. I'm not sure we need to preserve every nook and cranny where George Washington's neighbors dog once sniffed and the like, but between that place and Gettysburg is that line, and Gettysburg is most definitely on the preservation side of it.

              Yeah, that's all Gettysburg needs is a bunch more service sector jobs that pay not much more than working at Walmart...

              But people use the jobs thing all the time, thinking that somehow basing your local economy off a bunch of $12/hour jobs is doing your community a favor.

                Problem is the bulk of the Gettysburg job based is service jobs. So having a bunch more can be an appeal as much as we hate to say it. Our focus needs to be showing the people while keeping the Eisenhower as is better then the next begining of Foxwoods. Cause once one is in more will follow. I say if they approve boycott Rememberance Day.

                  Oh, I see now. The guy's aware of the history of the area and supports preservation. How blind I was that I just didn't understand that those tens of thousands of people that visit the battlefield every year were really wanting their visit enhanced by gambling. Silly me. Glad I know better now. :sarcastic

                      With the legislature's approval of a 90-day window for new, Category III casino applicants, Gettysburg businessman David LeVan was quick to ante up.

                      LeVan issued a statement moments after today's House vote confirming his readiness to enter what should be a spirited fight for the state's one remaining Category III casino license.

                      As many as four other resort properties around the state also are expected to vie for the Category III license, often referred to as resort casinos. Intended as new entertainment options for customers of pre-existing hotels or attractions, the smaller facilities are limited under the new law to 600 slot machines and 50 table games.

                      LeVan's plan calls for development of a casino at the Eisenhower Hotel & Conference Center in Cumberland Township, about five miles south of Gettysburg’s square.

                      Gambling foes who don’t see casino gambling as a good fit for the community’s history-oriented tourist trade and who helped to defeat LeVan’s 2005-06 plan to build a larger, free-standing casino just east of the town have vowed to battle this project, too, calling it too close to key parts of Gettysburg National Military Park.

                      But LeVan’s statement indicated he is ready to argue its merits for the region and the state.

                      "This is good news for Adams County, where unemployment has topped 8 percent and jobs are badly needed," LeVan said.

                      "Our location in southern Adams County also will help the state tap into a new area, the Baltimore/Washington metropolitan market, which will generate millions of dollars in additional property tax relief for Pennsylvania citizens."
