    Veto #52 Would Eliminate the S.C. Confederate Relic Room and Military Museum

    Yesterday Governor Sanford vetoed the Board’s entire $25.2 million General Fund appropriation for the Budget and Control Board for next year. This section of the budget includes the entire General Fund operating budget for the S.C. Confederate Relic Room and Military Museum. If this veto is not overridden, the museum will have to cease operations.
    In his veto message to the General Assembly, the Governor stated that he was taking this action because the “Board has sufficient carry-forward and other funds to maintain its operations in this fiscal year.” This is not correct. There are not sufficient funds to make up the $25.2 General Fund cut to the Board, which includes $765,000 for the museum.
    This veto represents the greatest threat the museum has faced in our 114 years of existence. If this veto is not overridden we will no longer be able to preserve South Carolina’s proud military legacy.

    The General Fund pays for our entire operating costs such as staff salaries and utilities. We’ve already endured five budget cuts in recent years and operate frugally. Ticket and gift shop revenues are modest and will not sustain our operations. While we have just launched a new membership program, these efforts take many years to bear fruit. Almost every museum and cultural institution in the country relies on public funds to keep its doors open.
    If this veto is sustained, we don’t know what would happen to our artifact and archival collection valued in the tens of millions of dollars. I do know it would be a grave concern to the thousands of families who entrusted their irreplaceable artifacts to the museum and the State of South Carolina.

    It will require a two-thirds vote in both the House and the Senate to override the Governor’s veto. Please share this message with anyone you know who is interested in preserving our state’s rich heritage.

    · 2006 - A national award for Write from the Front that collects photographs & emails from SC servicemen and women serving in the War on Terror.
    · 2007 - Museum expanded, opening a large, second gallery and major exhibit, Forgotten Stories: South Carolina Fights the Great War
    · 2008 - Awarded the South Carolina Council for the Social Studies’ Program of Excellence award.
    · 2002 – 2009 Seven straight years of increasing attendance with April 2010 a record month! Attendance has doubled since 2004 and will grow again in 2010

    Will some of our South Carolinians please speak up as to the most effective way to deal with this, ( with proper contact information) and to the collateral political issues rolled up in this budget?

    Goes over there about twice a year, and gets a hotel room every time.....

      Ah summer means FY budget season planning nationwide and always results in maneuvers, depending on the perceived value or lack of value of a program by a few or the vocal ire of an affected segment for bureaucratic empire destroying or saving...gotta love it.

      I think I am reading means the anticipated net operating funding loss to the museum is
      $765k out of the $25.2 mil Budget and Control Board (B&CB) appropriated line item which was the only portion of the overall State Budget vetoed by Gov. Lover Britches.

      There is light to be gained in knowing if the B&CB was a complete program cut or select programs from the funding source were chosen. If it was indeed selective programming cuts and as such most likely at the political will of the body charged with budget approval, what other funded programs remain, if any and which other programs were defunded in the same manner (with a particular emphasis on culturally / historically scoped programs) ? Also, prior to the ax, was any consideration given or allowed to program efficiency improvement / cap ex reduction strategies submitted by the individual programs and agencies or again, was it pure political will ?

        This is going to be a tough one to defeat. I'm not sure if there will be the overwelming legislative support to keep it going. Tough fiscal time + a potentially politically charges topic during an election year - I don't see the weak our weak kneed legislator spending political capital on this.

          Wow,

          Thanks for the support and encouragement Brian! For those who look to get involved, here's a good list to get started. This has a lot of long term consequences the biggest being seeing years of work and relationships evaporate (along with the jobs of some really good friends). This museum serves all the citizens of South Carolina and the thought of us losing our one repository for SC military history is truly sad! Please help!

            I have proposed to some of our staff members of the Palmetto Battalion that we donate about $6,000.00 to the Confederate Relic Room. At first it was going to be for preserving the flag collection. Now it will be to preserve the Relic Room. This is very disturbing.

              The latest I've heard is there are not currently enough votes to overturn Sanford's vetoes. Also affected is the South Carolina state archives, which will se a 40% funding cut that will mean it will only be open to researchers 16-18 hours per week, and that South Carolina will become the first state unable to raise matching funds required for federal State Historic Preservation Office funding. The SHPO office is the front line in historic preservation in every state.

                The veto stands and the Relic Room is scheduled to close on July 1st. This is really sad.

                From The State newspaper, July 17, 2010:

                "Confederate Relic Room. The $765,000 needed to fund the third oldest museum in the state was struck from the budget when the House upheld Sanford’s veto of the state Budget and Control Board’s budget. The museum focuses on South Carolina’s military history from the Revolutionary War to the present."

                  Are there any possible alternative funding methods available? It's a shame to see something like this happen. I can't do much but I'd be more than willing to kick in a few bucks if there was a plan to fund this.

                    Fellas,

                    from talking to a lobbyist I know at the State House, he thinks some money has been found that will keep the Relic Room opne for 2010-2011.

                    this is excellent news if true. Y'all need to some by if you are in the area, it is a super museum with lots o goodies on display. drop me a line if you are in the area, I live about 6 minutes away.

                      I am very sorry to hear of the museums Problems. I hope funding can be found. It would be a real crime for a collection like this to be broken up and sold. It is after all a part of your great countrys Herratage.

                          glad to hear. I don't agree with McConnell on everything, but you know he has his eye out for the Relic Room, and that is a big ace in the hole for us.

                            I gave a call to Rep. Bobby Harrell today and spoke about the SCCRR. The state is short 1 Billion dollars, however; I expressed that we could lose many things and later get it back, we will never get these relics back or the fine team at the museum that takes care of them for us. I would emphasize that once this history is lost, it's gone for good.

                            I would talk more about irretrivable loss of our culture and history, over money.

                            If you have to talk about money, I would point out that our tourist attractions and museums bring in far more revenue to the state than they cost, and that should be appreciated. Without the SCCRR, there would be little in the way of WBTS history to see in Columbia outside of cemeteries and houses. Also emphasize the upcoming Sesquicentennial.

                              I'm on my way back from visiting the fine collection at the SC Confederate Relic room after I read this thread (one benefit of being currently unemployed). I was generally impressed, especially with the special World War I exhibit.

                              I forgot to ask the staff yesterday, but does any one know that if the Relic room closes is it permanent or just for the next fiscal year?
