Yup, here is the first news story I found on the subject, it doesn't mention Gettysburg at all:

      Philly Casino Licenses Issued

      Bethlehem Also Getting Casino

HARRISBURG, Pa. (AP) - December 20, 2006 - Connecticut-based Mashantucket Pequot Tribal Nation has won a slot-machine casino license in Philadelphia. So has a group led by billionaire developer Neil G. Bluhm has won a slot-machine casino license in Philadelphia.

The HSP Gaming LP - SugarHouse casino will be located along the Delaware River. The $550 million plans calls for the casino to go at Delaware Avenue and Shackamaxon Street.
The other casino will have a price tag of $560 million, and be on Columbus and Reed in South Philadelphia.

Philadelphia will become the nation's largest city with a casino, while Pennsylvania will become one of the nation's highest-grossing commercial gambling states.

In the Lehigh Valley, Las Vegas-based casino operator Las Vegas Sands Corp. has won a slot-machine gambling license for a Bethlehem casino.

In the Poconos, businessman Louis A. DeNaples has won a slot-machine gambling license for a Pocono Mountain resort.

So far, two racetracks - Mohegan Sun at Pocono Downs and Philadelphia Park - already have opened slots parlors under conditional licenses, while racetracks in Chester and near Erie are expected to open slots parlors in the next two months.

Gov. Ed Rendell rejuvenated a 25-year drive to legalize casino-style gambling in Pennsylvania by promising that slots revenue would help reduce property taxes and revive the state's declining horse-racing industry. The law passed in 2004 authorized up to 61,000 slot machines at 14 sites.

In western Pennsylvania, Detroit-based casino developer Don H. Barden has won a slot-machine casino license in Pittsburgh.
