Graham passes Civil War site legislation

JEFFERSON CITY - Legislation that will help raise money for the preservation of Civil War battle sites and other historic areas was successfully passed by Sen. Chuck Graham during the recent legislative session.
“Missouri played a pivotal role in the Civil War, and there are many sites in the state that commemorate the good, bad and ugly of that conflict,” said Sen. Graham (D-Columbia). “My legislation will encourage Missouri citizens and businesses to donate funds to help preserve these sites so that future generations can learn about this important part of our history.”
Sen. Graham sponsored Senate Bill 470, which was later added as an amendment to House Bill 327, which awaits the Governor's signature for final approval. Beginning in January of 2008, the legislation would give state taxpayers a 50 percent tax credit for donations to eligible organizations that help preserve Civil War historical sites. No taxpayer or business could receive more than $25,000 in tax credits in one year, and the entire tax credit is capped at $100,000 per year.
Eligible donations would include cash and goods. The fair market value of in-kind donations, such as signage, landscaping and use of office space could also be considered for the tax credit.
Sen. Graham said he introduced the legislation at the urging of Centralian Jack Chance and other Boone County citizens.
“Jack has played a key role in the preservation of and the re-enactments at the Battle of Centralia/Centralia Massacre site,” Sen. Graham said. “He also has been instrumental in the “Gray Ghost Trail,” which is a driving tour through Missouri that highlights important Civil War sites. I hope this legislation will help in his efforts to preserve our history.”
