The article I wrote in the CRRC was an attempt to issue clear instructions for the manufacture and packaging of ammo for our own events. The idea was that by using a single set of directions based upon the Federal Ordnance Manual guidelines we would all make packages uniform enough to be re-issued without regard to who they were collected from. In so far as that, the effort was a failure. The only way that I can think of to ensure uniformity of supply is to have the person or group make the entire ammunition issue for a given event. Not many folks are willing to go that far.
