I could certainly agree with that--don't know enough about mourning attire to tell when a wide hatband is just a wide hatband, to paraphrase Freud. Is there any way to tell when/if a hat band does indicate mourning, or would it depend on details like whether it's crepe or just hat ribbon? Or is a wide hatband for mourning just a myth, and the crepe could be narrow as well?

To my eye, they all appear to be in standard, everyday attire.
I agree, the only difference to me being that he's got a wider-than-average hat band, but not out of the range of what one sees.

Is there a way to identify those in the image? Does the LOC have names? How can we find out if they are all agents, railroad, government, or even foreign person/or a correspondent? Where was this location? Sorry to ask so many questions. I am wondering a lot lately about many images I look at, and research and digging, when wondering is not good enough. Good discussion.

That photo of Pinkerton and his Buddies has been around and available forever.

It looks like the gent with the large band around top hat is crepe. Also trim on coat looks like it could be crape too. That would make it mourning. Suits both men and women, were sometimes bought at mourning shops. Most did not know of impending deaths so many shops carried already made mourning outfits. This could be so in this case.
