    Apparently before the War, people in Washington wore different-colored cockades depending on their loyalties

    but where can I find references to northerners wearing them after July, 1861, and what they looked like?

    I would suggest researching in newspaper accounts from the city (there may be some on-line archives, or you may need to visit a library or two), as well as ladies magazines, for your desired time frame. Often ladies and home magazines contain patriotic gestures and instructions for the same.
