Just for your information, the original dark blue uniform I had made up, flat hat, round jacket and fall front toruses were all in dark blue "Federal Blouse Flannel" as you describe. This fabric was recommended for enlisted personnel in either dark blue or the gray uniforms within the James River Squadron.
